Sales Tax Permit vs Business License: What's the Difference?

Two permits, two agencies, two purposes
"I already have my business license, that covers sales tax, right?" I hear this constantly. The answer is no. A business license comes from your city. A sales tax permit comes from your state. Different agencies, different purposes. You probably need both, and having one doesn't give you the other.
What a business license is
A business license is your city or county's permission for you to operate a business at a specific location. It costs $50 to $500/year. It renews annually. Without one: fines, penalties, and potentially an order to cease operations. In Los Angeles, the penalty for an expired business tax registration is 40% of the tax owed plus 1.5% interest per month.
What a sales tax permit is
A sales tax permit is your state's authorization to collect sales tax from customers and remit it to the state. Issued by your state tax agency (CDTFA in CA, Comptroller in TX, DOR in FL). Usually free. Doesn't expire as long as you keep filing returns. Without one: you still owe the sales tax out of pocket, plus penalties for failing to register.
Why the confusion exists
Some cities bundle the two registrations together. Some jurisdictions have local sales taxes collected through the business license office. Online guides use the terms loosely. Both are required to legally operate, so people lump them together.
When you need both
Most businesses need both. Exceptions: some cities don't require a general business license (like NYC). States with no sales tax (Alaska, Delaware, Montana, New Hampshire, Oregon) don't issue sales tax permits. Service-only businesses in some states may not need a sales tax permit.
